Engineer Ziyad Mohammed Al-Shiha was appointed as the CEO of the Saudi Investment
Recycling
Co. (SIRC), a wholly owned subsidiary of the Public Investment Fund (PIF) in February
2021.
Al-Shiha is also a board member and Head of the Investment, Corporate Governance and
Merger
Committees for the National Petrochemical Company (Petchem), a Saudi joint-stock
company. He
also acted as the Deputy Chair for the 2020 B20 Trade & Investment Taskforce during the
KSA
leadership for the event.
He was the president and CEO of the Saudi Electricity Co. (SEC) from 2014 to 2018 and
prior
to that he was an SEC board member from 2012 to 2013. He held several positions at Saudi
Aramco both inside the Kingdom and overseas. He was the VP for Strategic Planning and a
Board Member of Petron, one of Saudi Aramco’s international joint ventures in the
Philippines. He also headed the Public Relations Department and became the first
spokesperson for Saudi Aramco and the director for facilities planning department before
he
was appointed as the Executive Director of Power Systems.

After graduating in Chemical Engineering from the University of Exeter, Robert joined Dresser Atlas Houston in 1980, subsequently holding progressively senior positions in operations, sales and management roles globally. In 1994 he moved to Singapore as Vice President Asia Pacific. Following the acquisition of Western Atlas by Baker Hughes in 1998 Robert moved back to Houston as Vice President Global Operations and then Vice President Sales. In 2005, he left Baker Hughes, joined Vetco Aibel and became President of Aibel Holdings. In 2009 Robert left Aibel and joined Total Safety Inc. as Senior Vice President International Operations. In 2013 he was appointed CEO of Oil Spill Response Limited.

A Senior Marine Executive with over 32 years maritime experience in operational, commercial and C-suite roles, Mr. Seth has been with offshore for over 22 years and of which 17 years has been in Middle East. He is Senior Vice President, Marine Services, ADNOC Logistics and Services responsible for Marine Terminal operations and offshore Oil Spill response in all ADNOC facilities. From 2009-2014, he was CEO of Milaha Offshore, Qatar, where he successfully diversified the business. Prior to that for 5 years, Mr. Seth was Managing Director at Smit Lamnalco with P&L responsibility for 11 countries and he successfully doubled the business in 5 years. Mr. Seth has held various other senior management positions internationally in Svitzer (part of A.P Moller Maersk) and Tidewater Inc., USA and for over 10 years in technical / operations role in deep sea shipping. He possesses an MBA from Manchester Business School, UK and BE in Marine Engineering.

Muhammad A. Saber holds a B.Sc. Degree in Electrical Engineering from King Fahd

Petroleum and Minerals, Dhahran, Saudi Arabia. Prior to assumption of his current
position,
Muhammad held various supervisory positions within Saudi Aramco. He worked for Saudi
Aramco
Refining, Maintenance, Planning, Corporate Engineering and Terminal organizations; at
Jeddah, Ras Tanura and Tanajib, in addition to heading King AbduAllah Sports City
Operations
& Maintenance Division.
Muhammad is currently Saudi Aramco’s Global Oil Spill Response Director, based at Ras
Tanura. He coordinates all activities of the different Company organizations relating to
the
prevention, preparedness and response to oil spills, including the development of Oil
Spill
Contingency Plans and ensuring readiness of response resources. His normal activities
include: coordinating response and investigation efforts to oil spill incidents,
coordinating and leading oil spill drills and exercises, pollution control equipment
inspections, delivering of oil spill awareness presentations, etc. In addition, he
represents the Company in all activities related oil spill response with other concerned
Private and Government organizations.

With a first degree in Physics, Rob also holds a Masters Degree in Process Safety and
Loss
Prevention. Rob was Managing Director of an environmental technology spin off from a
major
nuclear corporation before moving into the waste management services sector, where he
had
some six years experience as the General Manager of a growing hazardous waste business.
Rob joined OSRL in 2003 and has been a key part of the rapid growth of its preparedness
and
response services. He was instrumental in establishing a rigorous approach to
recruitment
and putting in place new competence-based training programmes. He has overseen OSRL’s
responses to major oil spills, such as the Tasman Spirit, Macondo and Bonga incidents.
As OSRL grew, Rob focussed on the delivery of Response services as Regional Director,

the
management and development of our preparedness activities, and driving stakeholder

Juan Peña is a space-tech entrepreneur and CEO of Orbital EOS, a Spanish company developing maritime intelligence solutions based on Satellite Data & Artificial Intelligence. His working experience includes 12 years of airborne remote sensing as Tactical Coordination Officer for the Spanish Maritime Safety & Rescue Agency (SASEMAR). Matt is responsible for the management of all personnel and services delivered in the Europe, Middle East and Africa (EMEA) regions. Matt joined OSRL in 1999 and has held positions in Operations, Preparedness and SWIS, both in the UK and Singapore. Matt was previously the SWIS Director responsible for developing and delivering the Subsea Well Intervention Service and most recently the Supply Chain Management and Resources Director. Fabrice Perrono is the Head of HSE at Dubai Petroleum Establishment (DPE) with over 20 years of experience in the Oil and Gas industry. Prior to joining DPE in 2018, he worked as senior Quality & HSE professional within key organization such as ADNOC, Dolphin Energy and Total Energy with positions held in various countries around the world.
Fabrice holds a bachelor’s degree in Mechanical Engineering from the University of Reading in United Kingdom and a Master’s Degree in Total Quality Management from the University of Marne La Vallee in France.
Along his career, he worked as Senior QHSE Manager for major development project in the oil and Gas industry, on and offshore, for new production sites as well as major revamping of existing ones where he developed and implemented Quality & HSE programs for large organizations.
DPE operates all the offshore oil production asset located in Dubai waters as well as the onshore gas delivery and network system on behalf of Dubai Supply Authority.

Talib holds a Bachelor Degree in Environmental Sciences and Petroleum Geology as well as a Diploma in Leadership and Coaching. He has over 15 years of industry exposure and Management of Multiple Oil Spill Incidents within the UAE. He has managed and executed Multiple National Large Scale Exercises and participated in various Regional Large Scale Exercises. Talib has represented ADNOC as Chairman and Board Member of Regional Clean Seas Organization RECSO Gulf Region (2013-2017) and is an internationally recognized expert in the fields of oil spills and emergency response. He has also played a leading role in the development of the National Oil Spill Response Contingency Plans with NCEMA and Abu Dhabi Crisis Team Office as ADNOC’s representative.

With 39 years of experience starting as a ships engineer before a decade in R&D at Warren Spring Laboratory where deliberate spills at sea or on beaches were considered a vital part of the learning and validation process. He moved on into response service working at Briggs, Seacore, NRC and OSRL and on incident management at Aramco and Shell. He also served as a Director, Head of Claims Department and Technical Advisor at the International Oil Pollution Compensation Funds dealing with the claims arising from the Prestige, Erica, Hebei Spirit and other large incidents. Throughout his career he attended numerous spills all around the globe and in a variety of roles operations, planning, logistics, incident management and compensation. In 2015 he established his own company working with a wide range of clients and other industry service providers including at the 2020 Wakashio incident as part of the supporting UN team.

Rob Cox is currently a freelance Environmental consultant; for over twenty years he was
Technical Director of Ipieca in London, managing, inter alia, the Ipieca Oil Spill
Group.
During his tenure he was instrumental in the formation and management of the Ipieca-IOGP
Joint Industry Project following the 2010 Deepwater Horizon oil spill incident. Prior to
Ipieca, Rob had over twenty-five years of international petroleum industry experience
including fifteen years field experience in environmental aspects of refining, retail
marketing and shipping/oil spill management as an expatriate with Caltex / BAPCO in
Africa,
the Middle East and the United States.
Rob holds a bachelor’s degree in Chemistry and Biochemistry from the University of

Stéphane Grenon, Managing Director at TRIOX Environmental Emergencies, has over 26 years of experience in environmental emergencies, from contingency planning and training to response. In the past, he worked as a Technical Adviser for ITOPF and has been a response manager for the Canadian Ministry of the Environment. Stéphane has responded to various spills from ships, trains and industrial facilities in approximately 20 countries, where he developed extensive expertise in land and marine oil and hazardous materials spill response. Ahmed Albabtain started his career with Vela International Marine Ltd. back in 1991 as the first Saudi marine engineer to work on large ocean going tankers. Leaving Vela at 2011 after raising through the ranks to Marine Superintendent to start a career in the private sector managing o shore vessels and marine support services. Ahmed has been heavily involved in maritime legislation development nationally and regionally as well as internationally attending many IMO meetings. Andy Nicoll has over 30 years’ experience in oil spill preparedness and response in Government and Industry. He trained at the College of Maritime Studies, Warsash where he qualified with a TEC Diploma in Nautical Science and a DOT Class 3 Certificate of Competency (Deck Officer). In OSRL he has performed several roles including Responder, Principal Trainer / Consultant, Advocacy Manager, and Incident Manager. He has responded to spills all over the world including as Technical Advisor to the SCAT Program Manager during the Macondo incident (Gulf of Mexico, 2010). Mohamed holds a B.Sc. in Marine Engineering & Naval Architecture. He has more than 20 years’ experience in the oil spill response & crisis management & emergency response fields he currently works as Manager, Oil Spill & HNS Response (Fujairah) at ADNOC since Nov 2019.
Before joining ADNOC, Mohamed worked for Oil Spill Response Limited for almost 10 years in UK and Bahrain in different positions: Response Specialist, senior resoponse specilast, trainer and acting base manager.
He also worked for Petro Environmental Service Company (PESCO), Egypt for almost 10 years.
Mohamed attended a large number of spills in EMEA, including the MT Stolt Valor and Grigoroussa 1 tanker spills. Mohamed has a wealth of experience in training and consultancy work.

Capt. Mohammad holds a Master Foreign Going CoC from Arab Academy for Science, Technology & Maritime Transport, Egypt in Marine Navigation and is currently serving as the Team Leader for Marine Oil Spill Management Team at Kuwait Oil Company with his continuous commitment to the Company and State. His direct responsibilities includes combating marine oil spills within company’s area of responsibility. Additionally, he is also the head of the ship-vetting unit, which is responsible for day-to-day quality assurance and risk management of third party & owned vessels used in KOC/KPC business.
Capt. Mohammad has a 27-year long career beginning with Kuwait Oil Tanker Company as Onboard Ship Officer in Oil & Gas tankers handling cargo operations, delivery of new ships and Maintenance of various tankers at shipyard. Later he joined Kuwait Oil Company as Marine Pilot and shared his knowledge with the company to Pilotage for visiting ships operations. Over the course, he also contributed as Harbour Master at Kuwait Oil Ports & Harbour, arranging and controlling Port Operations (pilotage, salvage, tugs and craft movement within Kuwait Oil Port Limit). Major part of his continuous career was serving as Port Captain in Kuwait Oil Company by performing duties of conducting Marine Research, monitoring Maritime regulation compliance, providing marine consultancy, conducting audits and supervising all port authority functions, marine income and budget for Port Operations.

Rob holds BSc and PhD qualifications in Marine Biology and has over 30 years’ experience ranging from academic research, teaching, consultancy and the last 20 years in the oil spill response industry. Rob has worked at OSRL since 2003 and has delivered a wide range of spill response preparedness projects for OSRL members globally including oil spill response plans, capability reviews, exercises, training, spill support and secondments.
Rob currently sits in OSRL's global Technical Department and is responsible for the development of new and novel techniques and approaches to spill response which includes the application of marine autonomous systems.

Eng. Hassan Marzooq is the Head of Pollution Control from the Source at the Supreme Council for Environment and a National Oil Spill Response Officer in the Kingdom of Bahrain. Hassan has 18 years of experience in the field of oil spill response. He was involved in response to many oil spill incidents in Bahrain and participated in many oil spills exercises inside and outside Bahrain. Hassan has a wide experience in developing, reviewing and updating oil spill contingency plans. He has an active role in the Regional Oil Spill Response Officers Committee at MEMAC. Before Joining the Supreme Council for Environment in 2006, Hassan was Oil Ships Surveyor in the National Oil and Gas Authority in Bahrain. He holds BSc. in Chemical Engineering and master’s degree in Environment and Sustainable Development both from University of Bahrain.

Maram Al Sabbagh is an Environmental Specialist working for Bahrain Petroleum Company (Bapco). Maram has been in Bapco for nine years and currently holds the position of the Environmental Coordinator for the Bapco Modernisation Program (BMP), the largest project investment in the history of Bapco, leading the Project’s Environmental and Social team. Throughout her time at Bapco, Maram led a number of environmental initiatives including the Environmental, Health and Safety (EHS) Week Environmental Committee, Bapco’s Green School Awards and Bapco’s Mangroves Nursery and Transplanting Project. Maram is also a member of the Bapco Crisis and Emergency Response Plan Organisation. Prior to joining Bapco, Maram worked as a Corporate Sustainability Engineer at Abu Dhabi Polymers Company (Borouge), one of ADNOC’s Group Companies, in 2013, and was a Level 2 Environmental Consultant at Environmental Resources Management (ERM) in Abu Dhabi prior to that, in 2010. Maram holds a BSc in Natural Sciences (with a minor in Organic Chemistry and a major in Molecular and Cellular Biology) from University College London (UCL) and an MSc in Environmental Engineering from Imperial College London.

Pablo Benjumeda is the Chief Operation Officer of Orbital EOS, a space-tech company providing satellite-based intelligence solutions for the Oil & Gas industry. Pablo leads the technical development team at Orbital EOS to build the most accurate oil spill monitoring system worldwide with three basic principles, experience, leadership and hard-work.
Pablo has strong and strategic operational experience in the aerospace industry. Pablo has worked for Airbus Military as a remote sensing advisor for corporate and governmental entities, and also spent over 12 years as technical lead for the onboard aerial Tactical Operations of the Spanish Maritime Safety Agency (SASEMAR). Pablo counts with over 4.500 of flight hours for monitoring surveillance of maritime pollution, Search & Rescue and vessel traffic monitoring. Pablo has led training in different international exercises and symposiums relating to maritime surveillance.

In 2024 he was presented a challenge to improve oil spill response in high currents and moving water, made the transaction to oil spill response. By successfully leading two joint private/govern projects, operational tool for limiting oil boom leakage and a track buoy for oil drift was developed and implemented the oil spill response. By correct position and operation of booms according to oil drift and environmental conditions oil recovery efficiently increased significantly.
In 2011 he joined forces with AllMaritim AS to further develop complete oil spill response solutions and strategies for effective recovery of oil on water.
